Borderlands 3 - Cloth and Wind Animation

In Borderlands 3, wind is essentially stored as a baked vector field that is sampled for force and direction by certain materials, the biggest examples being cloth and foliage. The animation effect is handled by a vertex shader that essentially pushed vertices away from their resting position using a wave map that is angled to the direction of wind in a specific spot.
